GEA5 launched

The Department of Energy has launched the fifth round of its green energy auction, GEA5, with a procurement for 3.3GW of fixed-bottom offshore wind capacity.

Registration for developers runs from March 2–16 and posting of qualified bidders is scheduled on July 3. Submission of proposals will be on August 27 followed by review and endorsement. The list of potential winners or shortlisted bidders will be out by September 11. Following further review and evaluation, the issuance of certificate of award to compliant bidders will be made via notice of award between February 2–22 2027. However, if a potential winner is disqualified, the submitted documents of the next-ranked bidder will be evaluated and the certificate of award will be issued between June 24 and July 14.

The DOE will offer the winners a 20-year supply period to National Transmission Corp. In December, the Energy Regulatory Commission set the preliminary ceiling price for offshore wind bidding at Ps10.3859 per kilowatt-hour (US$0.17/kWh) for GEA5. The delivery target is between 2028 and 2030. Among those that have indicated interest are Copenhagen Infrastructure Partners and partner ACEN; Buhawind Energy Northern Luzon Corp, which is a joint venture of PetroGreen Energy and Copenhagen Energy; and NexGen Energy subsidiary Airstream Renewables. Others include Triconti Southwind, Jet Stream Windkraft, Ivisan Windkraft, ACX3 Capital Holdings, Vind Energy, Domhain Earth and Nexif Ratch.
